International individuals can come to Canada first on a temporary work permit and later apply for Canada PR or permanent residency. The four primary ways are:
If the candidate is working with an employer in Canada through a temporary work permit and the employer has a permanent employment offer, they are eligible to apply for Canada PR under the FSWP or Federal Skilled Worker Program in the Express Entry system. This type of offer is termed arranged employment.
The foreign national temporary professional has to meet the required points in the Foreign Skilled Worker Program. Points are awarded on the basis of factors like educational qualification, age, proficiency in the official languages, adaptability, and the job offer. This processing time is a maximum of 18 months.
International professionals in skilled positions can use their Canadian work experience to apply under the CEC or Canadian Experience Class program. It is a popular option for candidates with a temporary work permit who do not have the required points in the federal skilled worker program.
Candidates under the CEC are required to have a minimum of 2 years of Canadian work experience or should have graduated in post-secondary studies from Canadian institutes and have at least one year of work experience.
Candidates who qualify for the CEC must meet the abovementioned requirements before applying for Canada PR.
Every province has its own PNP or Provincial Nominee Program that facilitates provinces to nominate international individuals to apply for Canada PR. The various options and streams available in each province vary. However, programs are similar to the programs offered at the federal level. Candidates who apply through a provincial program should prove their intent to reside in the province through which they are applying. Applications for Canada PR Visa under a PNP can have 12-18 months of processing time.
Candidates working on a temporary work permit can apply for permanent residency in Canada through the QEC or Quebec Experience Class. The Quebec Experience Class is similar to the Canadian Experience Class. There are additional requirements in the QEC.
The candidates under the QEC should have worked in Quebec in a skilled job role for a minimum of 1 year and have the required French proficiency. Eligible candidates are issued a Quebec Selection Certificate by the authorities of Quebec, allowing them to apply for permanent residence status.
International individuals in Canada who have a Working Holiday Visa can also apply for permanent residency through QEC if they fulfill the requirements. The option to apply for Canada PR for Working Holiday workers is unique to the QEC.
The processing time for a permanent resident visa through QEC is one year or less.
