The USA will possibly not hold a second lottery for H1B visa for FY 2023 (year ending September 30, 2023).
Reports say that immigration attorneys have announced the issuance of H1B cap ‘non-selection’ messages. This indicates that a second lottery won’t be conducted.

However, there's no formal announcement yet from USCIS yet in this regard.
The USCIS (US Citizenship and Immigration Services) received 483,927 H1B cap registrations this FY. This was up by 57% compared to the last season. Of those registrations, USCIS selected 127,600 registrations (26%) to meet the H1B quota.
The window for registration was open between March 1 and March 18, 2022.
The H1B limit is applicable to almost every first H1B petition. This is the third year in a row that the USCIS will use an online registration process. This mode of the process is used to randomly select sufficient H1B registrations to meet the limit.

In 2021, the US immigration Office conducted 3 visa lotteries to meet the ceiling for a mandate of 65,000 regular visas and 20,000 under the master cap.
The USCIS tracks 1 year between October and September, and applicants selected for FY 2023 have the eligibility to commence employment from October 2023.
