The Canadian government is working on measures to make it easier to employ temporary workers in Quebec.

The agreement between Quebec the federal government of Canada is to implement 3 new measures that will help businesses and employers going through the crisis of labor shortages.
Quebec is the first province to enter into such an agreement with Canada’s federal government. The aim was to find a solution to its ongoing workforce crisis. The shortage of labor existed in Quebec even before the pandemic. But it has just aggravated in recent months along with the rebounding of the economy.
Here are the 3 new measures decided to be implemented in the weeks to come:
About TFW Program
In Canada, as of now, companies intending to hire foreign workers can hire at a rate of 10% of their workforce. This rate will now be raised to 20%.
The increased limit of TFW per company will be implemented for select sectors of activity. They will include certain high-demand, low-skilled occupations in the list of occupations fit for facilitated processing.
The government of Quebec will work with the CPMT. They will together identify the sectors of activity that will accrue the benefit of this measure.
About Open Work Permit for PR Applicants
Canada’s federal government has approved yet another request. It was Quebec’s request for the implementation of a measure that will let select TFW have the opportunity to work in Quebec. They will do so in an occupation of their choice while waiting to obtain Canada PR.
TFW can get a bridging open work permit. With it, they will be able to keep on working while waiting for a decision on their Canada PR application. However, workers who applied via Quebec didn’t qualify for this permit.
From August 31, 2021, CSQ holders in the skilled worker category and those having a receipt confirming approval of their Canada PR application can benefit from an open work permit.
The initial validity of the open work permit will be 24 months. This may be given for renewal for another 12 months. The only restriction implied will be that the place of employment will continue to be in Quebec.
The principal applicant’s spouse or partner can also obtain an open work permit. This will be regardless of what level of employment the principal applicant holds.
International Mobility Program Plus
Another agreement between Quebec and the Canadian government is to implement a new pathway under the IMP. It will be called IMP+.
IMP+ would have the issuance of 7,000 work permits annually. These permits will be exempt from LMIA to select CSQ holders. These CSQ holders will still be abroad.
The IMP+ will let these people speed up their arrival in Quebec to engage in employment as well as meet labor needs in some of Quebec’s economy’s key sectors.
