Temporary Immigration Surge in Quebec

Premier Francois Legault ordered to cut down on the number of asylum seekers in Quebec as not many of them speak French, and increasing temporary immigration has become a challenge of the hour.

Reports by the IDQ economists state the reason behind increasing temporary immigration is the rapid delivery of work permits in Quebec in 2022. The province has no limits on temporary immigration programs but maintains a cap of 50,000 people per year for permanent immigration.

Growth in Quebec's Labour Pool  

Immigration was the primary source of growth in Quebec's labour pool, as 112,000 temporary residents were welcomed to the province. Quebec's labour pool grew significantly between 2015 and 2023, with 272,000 permanent immigrants entering the workforce.

About 1.8% of Quebec's population comprises new temporary immigrants. The province gained around 100,000 working-age individuals in 2023, almost three times the average annual increase between 2015 and 2022.

Temporary Immigration Programs in Quebec

The two primary temporary immigration programs in Quebec are the Temporary Foreign Worker Program and the International Mobility Program. While the former helps Quebec employers fill vacancies, bringing temporary foreign workers, the latter welcomes temporary residents such as international students.

IDQ economists report that the International Mobility Program issued 107,615 work permits to foreign workers, the biggest source of temporary foreign workers. The Temporary Foreign Worker Program generated 59,820 temporary immigrants in 2023, of which 23% were agricultural workers.

Vacancies in the healthcare and construction sector

According to recent IDQ reports, Quebec has 45,000 vacancies in healthcare jobs and 10,000 positions for construction workers. Canadian authorities are emphasizing the recognition of foreign degrees and competency of the workers in these two fields.

Emna Braham, the executive director of Institut du Québec, suggests improving the data collection on temporary immigration and devising better policies to fit the economic needs. Braham indicates that focusing on international recruitment missions in construction and healthcare would also fill up vacancies in these sectors.
