Measures to Address Labor Shortages
These are measures the federal government of Canada is adopting to address the labor shortage:
The province plans to include 52,500 permanent residents in 2022, as given in the Immigration Levels Plan of Quebec published on October 28, 2021. The levels plan also aims to include more than 18,000 immigrants to reach its target of admission levels that were not achieved in 2020 due to the pandemic. It means that over 70,000 newcomers will be included in Quebec by 2022.
From May 24, 2022, the occupations listed in the NOC or National Occupational Classification skill level C will be listed in the Traitement Simplifié. The simplified process will provide Quebec employers with increased flexibility under the TFWP or Temporary Foreign Worker Program.
Quebec announced that specific NOC D occupations are exempted from meeting the requirements of recruiting and advertising of the TFWP.
