Quebec reeling under manpower shortages in 2022

Abstract: Quebec has a record number of vacancies. The federal government of Canada has put new measures in place to fill the vacancies and support immigrant workers.

The study by Institute du Québec analyzes how the pandemic impacted the labor force of Quebec. It found that the province has had the lowest unemployment rates in years and a record number of job vacancies.

To address the shortage in the labor force of Quebec, the federal government of Canada has proposed several measures to address the concern and aid the international immigrant workers.

Measures to Address Labor Shortages

These are measures the federal government of Canada is adopting to address the labor shortage:

  • Increase in the intake of immigrant workers.
  • Temporary foreign workers are being hired.

The province plans to include 52,500 permanent residents in 2022, as given in the Immigration Levels Plan of Quebec published on October 28, 2021. The new immigrants will come through the programs for economic immigration, which include the QSWP or Quebec Skilled Worker Program and the QEP or Québec Experience Program.

The levels plan also aims to include more than 18,000 immigrants to reach its target of admission levels that were not achieved in 2020 due to the pandemic. It means that over 70,000 newcomers will be included in Quebec by 2022.

From May 24, 2022, the occupations listed in the NOC or National Occupational Classification skill level C will be listed in the Traitement Simplifié. The simplified process will provide Quebec employers with increased flexibility under the TFWP or Temporary Foreign Worker Program.

Quebec announced that specific NOC D occupations are exempted from meeting the requirements of recruiting and advertising of the TFWP.

The pandemic has had a transformative impact on the labor market of Quebec. The public health measures have worsened the labor market gaps that had existed previously. It has brought new challenges, according to the report by Institute du Québec. These are the key finding of the study on the labor market of Quebec:

  • Low unemployment rates
  • High job vacancies
  • Decrease in participation in the labor market among those aged 55.
  • Schools, unions, businesses, and governments need to embrace a significant shift in their handling of human resources management.
