The COVID-19 pandemic has affected the number of immigrants who arrived in the Canadian province of Quebec. In 2020, Quebec expects the arrival of 13,000 to 18,000 fewer immigrants than was planned for the year.
That means new immigration admissions will decrease to 30,500 new immigrants in 2020. This will only be 70% of the total number of immigrants expected. When it comes to PR the actual number will come down to 25,600 which will be just 59% of the expected total.
These numbers stand in stark contrast with the Quebec immigration levels plan for 2020. These numbers were revealed by Nadine Girault, the Immigration Minister in Quebec, as she presented the Quebec Immigration Plan for 2021. The loss of prospective immigrants in 2020 will be compensated in the coming 2 years. For this Girault revealed CAQ plans.
In 2021, Quebec will start the new plan by welcoming up to 47,500 newcomers. Out of these 7,000 immigrants will be added from the shortfall in 2020.
Quebec’s 2021 Immigration Levels Plan
The following is Quebec’s Immigration Levels Plan for 2021.
The CAQ expects that 62% of all of immigrants who will arrive in Quebec in 2021 will fall under the economic immigration category.
The aim of the CAQ plan is to ensure that every immigrant can merge into the society of Quebec and contribute to its prosperity. These immigrants will also contribute to the vitality of French. The plans also prove the vision of the government regarding Quebec’s immigration which will be an integral part of the strategy to be adopted so that the demographic challenges and labor scarcity are met effectively.
A breakdown of the Quebec Immigration plan 2021
Family reunification
Quebec will accept between 9,700 and 10,200 new immigrants in the family reunification category. 1,550 new immigrants will be welcomed to compensate for the shortfall from 2020.
Economic category
In this category Quebec will accept between 27,500 and 29,300 new immigrants in 2021. 4,600 new immigrants will be welcomed to compensate for the shortfall from 2020. 4,000 to 4,300 immigrants will fall under the business category and 600 to 800 new immigrants will come under the “other economic migrants” category.
Refugees
In this category Quebec will accept between 6,900 and 7,500 newcomers. 850 new immigrants will be accepted to compensate the shortfall from 2020.
Other immigrants
In the “other immigrants” category Quebec will welcome between 400 and 500 new immigrants. There will be no catch-up planned.
Quebec has also planned to issue between 26,500 and 31,200 CSQs to ensure that there’s a flow of future admissions.
