The Canadian province of Quebec issued 351 invitations in an Arrima draw that was conducted on July 7, 2022. From the results that are out now, it’s understood the candidates met either of the following criteria for Quebec immigration:

Candidates had a valid job offer outside the Communauté métropolitaine de Montréal territory.

What is permanent selection in Quebec?

The permission for a Canada immigration candidate to settle in Quebec permanently is granted if their application is approved. After approval, a CSQ is awarded to them. The CSQ (Certificat de Sélection du Québec) or Quebec Selection Certificate is a document issued by MIFI to declare that a particular immigration applicant has been selected to settle in Quebec.

Holding a CSQ, you can apply for Canada PR visa to the federal immigration authorities (IRCC). Quebec can choose immigrants as per its own criteria. However, it can't grant applicants a Canada PR visa. So, you mustn’t take CSQ as a permanent residence visa. CSQ also can’t be used to enter Canada.

The validity of CSQ is either 24 months or the time taken by IRCC to make a decision on an application for Canada PR. Every CSQ issued before August 2, 2018, will have the older duration of validity which is 36 months.
