  • Quebec announced a new immigration plan for 2024-25, which is effective from 23rd October, 2023.
  • Quebec announced a recent re-opening of a three-year term economic program plan.  
  • The selection will be based on three categories with a minimum application of 600-700  
  • Quebec hopes to welcome 49,500 immigrants this year, with 50,000 newcomers planned for 2024 and 2025.

Details of the New Economic Pilot Stream Plan:

Quebec announced a new re-opening of a three-year term economic program plan. From Nov 23rd, 2023, it is effective. The immigration stream will be accepting applications based on three categories:

 

  • Permanent immigration pilot program for workers in food processing (600 applications only)
  • Permanent immigration pilot program for orderlies (600 applications only)
  • Permanent immigration pilot program for workers in the artificial intelligence, information technologies, and visual effects sectors (700 applications only)

 

This application will conclude on Jan 1, 2026.

 

These new changes will eventually affect Quebec's immigration program, which will be based on certain factors:

 

  • Economic Program

Applicants must be proficient in French to be selected in this category. French proficiency is a must to qualify for this program.

 

The Quebec Regular Skilled Worker Program (QSWP) and the Quebec Experience Program (PEQ) require French proficiency of at least 7 in spoken English according to the Quebec scale of French proficiency levels. French proficiency is also mandatory for other economic and pilot programs and is a significant condition for skilled workers immigrating to Quebec.

 

Spouses sponsored under this economic program must have an oral French proficiency score 4. The PEQ will require a proficiency level in the written French. According to the 23rd November immigration plan, the PEQ will require candidates who have completed a program in French or at least three years of secondary or post-secondary study in French.

 

  • Family Sponsorship:

From 23rd November, it is mandatory that applicants who are being sponsored as part of the family-sponsored program complete and sign a welcome and integration plan. This plan will show that support is being provided to the sponsored person for arrival in Quebec, access to public services and resources, and learning French.

 

  • Other Changes:

Quebec will also modify business streams of immigration starting 1 January 2024. Mainly, these changes will make French proficiency mandatory for business streams such as:

 

  • Investor Program
  • Self-Employed Program
  • The Entrepreneur program

 

Canada Quebec has the most controlled immigration plan for immigrants and skilled workers. This year, the province revealed its immigration plan of 49,500, 50,000 newcomers for 2024 and 2025.

 

Quebec’s immigration plan will invite 32,000 new foreign skilled workers to the province annually from 2023 to 2025.
