Manitoba held a PNP draw on April 27, 2021, that invited 367 new immigration candidates to apply for a provincial nomination from the province.
The candidates invited via MPNP had the opportunity to be eligible for the Skilled Worker in Manitoba Stream. These candidates were TFWs and international graduates. They had job offers from employers in Manitoba who were looking for candidates to fill vacancies in skilled occupations in the province.
Manitoba immigration candidates were also invited via the Skilled Workers Overseas and International Education streams. Here’s how the invites were issued to the candidates with EOI profile under different streams:

Mantioba PNP works on immigration applications with Canada’s federal government. This is because the provincial governments have no right to issue a Canada permanent resident visa. All they can do is help a Canada PR applicant get a greater chance to get the PR status by issuing provincial nominations. With a provincial nomination, these candidates can earn 600 extra CRS points, pushing them ahead in the line.
Manitoba ranks candidates out of 1,000 points. The point is granted based on human capital factors. Connections the candidate has to the province are also considered. These connections could be work experience in Manitoba, family members in Manitoba, or an invitation via one of Manitoba’s Strategic Recruitment initiatives.
Immigrations that happen via these streams help the province to meet its labor market needs. An eligible immigration candidate isn’t needed to live in Manitoba while filing the application.
International graduates who finish their studies in Manitoba can get an LAA under the International Education Stream. However, they must demonstrate to the province that they have the in-demand skills required.

To get an invitation under the Skilled Workers in Manitoba stream candidates will require a job offer from an employer in Manitoba that’s a full-time occupation in nature.
The Express Entry pathway to Manitoba immigration
Canada’s federal government manages applications for Canada PR with the Express Entry system. Immigration candidates who are looking to immigrate to the province of Manitoba could use this pathway.
Candidates with an Express Entry profile will get ranking from CRS. The points assigned are based on human capital factors. With a provincial nomination from a Canadian province like Manitoba, by virtue of the extra CRS score (the profile-ranking score) of 600, candidates can stand a greater chance to immigrate to Canada.
