Russia has issued new instructions for long-staying foreigners in the country. They will now be required to carry electronic migration cards and submit fingerprints acting according to the wide-ranging immigration reforms Russia has introduced.
The period that qualifies as long-stay will be any stay of over 30 days. The data submitted by the foreigners would be used to create ID cards that have their information and their work permits.
Going by the new rules, foreigners can change the purpose of their stay without going across the border. They can also replace paper migration cards with electronic cards.
Any foreign national coming to Russia will now have to obtain digital visas. This includes even those who are eligible for visa waivers.
The new rules have been submitted to the civic chamber. It’s a consultative body that acts on the task of analyzing draft legislation. The submission of the new rules to the parliament is pending as yet.
Russian President Vladimir Putin had, in 2018, instructed to ease the migration services and policy to offset the slump in Russia’s demography. Russia has adopted 8 immigration law reforms since then. The doubled naturalization in 2020 is proof of the reforms' success. Russia is indeed looking forward to taking new steps to make migration overseas to the country a better process and experience.
