IRCC reveals study permit allocations by Canadian provinces

Canada Announces New PAL Requirements Effective January 24, 2025

Canada has announced to issue a total of 437,000 study permit applications this year, in 2025.

Study permits issued to international student in 2025

Graduate degree students

Kindergarten to grade 12 applicants (PAL/TAL-exempt)

All other PAL/TAL-exempt applicants

48,524

Remaining PAL/TAL-required cohorts

4,37,000

 

IRCC has also mandated the requirement of Provincial Attestation Letters (PALs) for international students looking to pursue Master’s and doctoral course in Canada. This new change has come into effect starting January 24, 2025.

However, some of the exemptions to the PAL, who do not require submitting a PAL, are as follows:

  • Exchange students
  • Primary and secondary school students
  • Vulnerable cohorts and priority groups that are related to the Canadian government
  • Current study permit holders applying for an extension at the same Canadian DLI and study level
