IRCC reveals study permit allocations by Canadian provinces

Highlights: IRCC Announces Study permit allocations for 2025

• IRCC has announced study permit allocations for 2025 by provinces.
• Canada will issue 437,000 study permits to international students in 2025.
• IRCC has mandated Provincial Attestation Letter (PAL) for Master’s and doctoral students starting January 24, 2025.  
• The total study permit applications to be issued this year aims to support the Immigration Levels Plan 2025-2027.

Canada Announces New PAL Requirements Effective January 24, 2025

Canada has announced to issue a total of 437,000 study permit applications this year, in 2025.

Study permits issued to international student in 2025
Graduate degree students	73,282
Kindergarten to grade 12 applicants (PAL/TAL-exempt)	72,200
All other PAL/TAL-exempt applicants	48,524
Remaining PAL/TAL-required cohorts	2,42,994
Total	4,37,000

 

IRCC has also mandated the requirement of Provincial Attestation Letters (PALs) for international students looking to pursue Master’s and doctoral course in Canada. This new change has come into effect starting January 24, 2025.

However, some of the exemptions to the PAL, who do not require submitting a PAL, are as follows:

• Exchange students
• Primary and secondary school students
• Vulnerable cohorts and priority groups that are related to the Canadian government
• Current study permit holders applying for an extension at the same Canadian DLI and study level
