Highlights:  Update your Canada Express Entry Profile as per new TEER/NOC Code

  • IRCC transitioned to the new NOC 2021 version of codes on November 16, 2022, for most of Canada’s more than 100 immigration programs along with Express Entry.
  • The NOC 2016 skill types 0, A, and B are now NOC 2021 TEER 0, 1, 2, and 3 as per the 2021 NOC System.
  • The selection factors of FSWP from now onwards follow the updated Skill Type/Level of the NOC 2021 system.
  • 16 new occupations are made eligible under Express Entry as per the new NOC 2021 system.
  • 3 occupations become ineligible for Express Entry, whereas they remain eligible for PNP
  • The applicants who have already submitted their Express Entry Profile to the pool, then you have different instructions from IRCC to receive ITAs.

Use the new 2021 version of NOC/TEER codes from today

As announced on July 27, 2022, Immigration, Refugees and Citizenship Canada (IRCC) transitioned to the 2021 version of the National Occupation Classification (NOC 2021) system on November 16, 2022. This step will affect the eligibility for most of Canada’s 100+ immigration programs along with the Express Entry program. For example, the existing NOC system 2016 expects an Express Entry candidate’s work experience is categorized under NOC skill typos 0, A, or B. As the IRCC moved to NOC 2021 and brought the TEER system to practice. The skill type categories of the NOC system 2016 are matched up with the TEER categories of the 2021 NOC system.

Eligibility criteria for Express Entry along with updated NOC 2021

Eligibility criteria Canadian Experience Class Federal Skilled Worker Program Federal Skilled Trades Program
English or French skills CLB 7 for TEER 0 or TEER 1 occupations; CLB 5 for TEER 2 or TEER 3 occupations CLB 7 CLB 5 for speaking and listening; CLB 4 for reading and writing
Type/Level of work experience Canadian work experience in an occupation listed in one or more of these NOC TEER Categories: TEER 0, TEER 1, TEER 2, or TEER 3. Work experience in an occupation listed in one of these NOC TEER Categories: TEER 0, TEER 1, TEER 2, or TEER 3. Work experience in a skilled trade under key groups of TEER 2 or TEER 3.
Amount of work experience One year in Canada in the last three years (either combination of full-time or part-time work). One year continuous within the last 10 years (combination of part-time, full-time or more than one job in your primary occupation). Two years within last five years (either combination of full-time or part-time work)
Job offer Not required. Not required but you can get selection criteria (FSW) points for having a valid job offer. A valid job offer of full-time employment for a total period of at least one year or a certificate of qualification in that skilled trade issued by a Canadian provincial, territorial or federal authority.
Education Not required. Secondary education required. You can get more selection criteria (FSW) points for your post-secondary education. Not required.

With the updated NOC 2021 Occupational eligibility changes for Express Entry 

With this new transition from NOC 2016 to NOC 2021, 16 occupations have become newly eligible for Express Entry, whereas 3 occupations become ineligible. But the three newly ineligible occupations still remain eligible for immigration programs that have broader occupational criteria of eligibility like the Provincial Nominee Program (PNP). 16 newly eligible occupations:

73301 Bus drivers, subway operators and other transit operators
73400 Heavy equipment operators
72404 Aircraft assemblers and aircraft assembly inspectors

Switching to NOC 2021 has a direct effect on the CRS

As mentioned the changes in FSWP, likewise the Comprehensive Ranking System (CRS) points for a given arranged employment will now follow the new updated Skill Type of NOC 2021 system. For example, in case a candidate obtained 50 points for the employment that is arranged in Skill Type 0, A, or B then they will get the same points in their NOC/TEER 0,1,2 or 3.

Steps to move forward on profile based on your personal requirement

  • Based on an individual candidate’s Express Entry journey, IRCC expects various actions for the newly transitioned NOC 2021.
  • The applicants who have not submitted their Express Entry profile and still planning to do so after November 16, 2022, will have to submit their profile by updating it with the occupations’ code as per NOC 2021.
  • The applicants who have already submitted profiles and have yet did not receive an Invitation to Apply (ITA) will have other different instructions for the applicant from IRCC.
  • Candidates must have to update their existing / submitted EE profile as soon as possible so that the profile reflects the updated changes in NOC/TEER categories.
  • The applicant needs to search for the NOC 2021 list for the required occupation code (new) on the website of Employment and Social Development Canada (ESDC).
  • Update the Express Entry profile with the new TEER category and 5-digit occupation code.
  • The applicants who received invitations to apply (ITA) before November 16, 2022, can submit their application for Express Entry for PR using NOC 2016 codes.
