Candidates who received an ITAs (invitation to apply) on or after June 29, 2021, have to submit their application for a Canada PR visa within 60 days.
In case the candidates decline an ITA, they will be re-entered into the Express Entry candidate pool. They would be considered for selection in future rounds of invitations for Canada immigration if they still have their eligibility intact.

If the candidate’s score isn’t high enough, they might not receive an invitation to apply for Canada PR again. In certain cases, they may have to take steps to receive an ITA yet again. There isn’t any guarantee that they will be invited to apply for Canada PR again. However, if they choose to re-enter the pool after declining an ITA, it won't affect whether or not they are invited to apply at a later date.
