Highlights of new Canadian job classification system in OINP

  • Ontario aligns itself with the new Canadian job classification system.
  • Eligibility requirements set by OINP for people to migrate to Ontario will now have changes to align with the TEER system (NOC 2021).
  • The Canadian government has been guiding migrants moving in via Express Entry on how NOC 2021 will apply to them.

The major change in Canada as regards the transition from NOC 2016 to NOC 2021 will now influence the way people migrate to Ontario under Ontario PNP. Ontario will now align its eligibility criteria related to occupational categories with the new TEER system (NOC 2021).

On November 16, 2022, Canada’s federal government will launch the TEER system. Ontario has proposed certain changes and requested the public to give their comments on them by November 30, 2022. The TEER system will have its influence on which occupations are considered eligible for each OINP immigration stream.

It will now be necessary for potential immigration candidates under the OINP to review the complete details of the TEER system. It’s available on the IRCC website as well as the website of Statistics Canada. As this change is going to influence their prospects of immigrating to Ontario, staying updated will be highly important.

What will change when TEER will be implemented?

The following changes will come into effect once the TEER comes into effect:

  • Changes in language criteria will happen for the Employer Job Offer Foreign Worker flow.
  • There will be changes in the criteria for the Employer Job Offer International Student flow.
  • There will be changes to the minimum amount of payment of administrative fines imposed by the OINP.
  • Come November 16, 2022, foreign nationals trying to immigrate to Canada through the Express Entry system will have to search for their occupation using the TEER system codes. These are 5-digit codes unlike the 4-digit codes in the existing NOC system.
  • The current skill levels required will be replaced when TEER categories get implemented.
  • Professional groups will be classified based on five hierarchical levels. These levels will be created based on the broad employment categories namely
    • large groups
    • major subgroups
    • minor groups
    • groups of units

What should you do if you are ready to migrate to Ontario?

In case you are a Canada immigration candidate who has already submitted your profile and is waiting for an ITA (Invitation to Apply), you have to:

  • Use the NOC 2021 list (TEER) to look for your occupation on the ESDC website
  • Update your profile using the TEER category codes (the five-digit professional code)

You must update your profiles like this before November 16, 2022. Only then you will be eligible to participate in any immigration rounds of invitations through any of the streams of Express Entry namely:

What if you are a foreign national for Canada who has or will have got an invitation (ITA) before November 16, 2022? You must submit your Canada PR applications using the NOC 2016.

The bottom line

All the changes aforementioned at the federal level will also get applicable to the provincial level in immigration streams that are connected to Express Entry. This kind of structural change in relation to occupational selection is the result of a 10-year cycle. In this period, major structural changes will be brought about after a necessary review by the Government of Canada.
