The all-program draws for Express Entry applicants are set to return. This move was welcomed by CEC, FSTP, and FSWP candidates. The draws will start on July 6, 2022.
This statement was confirmed by the Immigration Minister of Canada, Sean Fraser.

FSWP was launched in 1967. It has been the prime pathway for immigrants categorized under the economic class. Before the pandemic, it contributed to 45% of those issued a Canada PR visa or permanent residency through Express Entry.

When the Express Entry applicant receives an ITA, they need to submit their application for permanent residency. They can apply for a BOWP or bridging open work permit. The permit facilitates their legal status in the country while their PR is being processed. This will help the individuals who chose to migrate to Canada stay permanently in the country.
The CEC applicants were not issued BOWP since ITAs were not issued to them from September 2021. To address this concern, in April, the IRCC or Immigration, Refugees, and Citizenship Canada announced that it would start offering permits for open work extension to the primary cohort of CEC applicants. It would be effective from the 2022 summer.
The cohort has been issued their PGWP or Post-Graduation Work Permit recently, or it is about to expire.
Research by the WES or World Education Services has suggested that there is a high demand for FSWP applicants. Canada needs to process their applications to address the shortage caused due to the pandemic.
