Canada immigration via Express Entry will soon have a major transition that it will go through. Canada will implement the transition from NOC (National Occupational Classification) skill level codes to the TEER (Training, Education, Experience and Responsibilities) system of categorization of occupational skill levels. This will be applicable to those Canada immigration candidates who are trying to migrate through Express Entry.
Canada immigration candidates whose Express Entry profiles are created before November 16, 2022, but haven’t been invited will have to find out the NOC code for their occupation. They must then also submit their TEER code for the same category of occupation when they apply to join Express Entry.

They will have to update their profiles on or before November 16, 2022. Only then they will stand eligible to apply for Canada PR. In case their occupations don’t match up, they are being advised to take up a different job title that has duties that better match their original occupation.
This is a significant move for the Canada Express Entry system. The TEER classification will replace the existing NOC system that has 5 skill levels based on which recognized occupations are categorized. Here are the NOC categories as it's prevalent now:
The new TEER system will have a numerical system of classification of occupations that will consist of 6 categories. These in comparison to NOC categories will be as follows:
NOC 2016 | TEER (NOC 2021) |
Skill Type 0 | TEER 0 |
Skill Level A | TEER 1 |
Skill Level B |
TEER 2 |
TEER 3 | |
Skill Level C | TEER 4 |
Skill Level D | TEER 5 |
The TEER system will have five digits instead of four as it was in the NOC system. Also, the total number of occupations classified will increase from 500 to 516. Among the new occupations in the TEER system are professional areas like cyber security and data security. If you are a tech professional, this must be great news for you.

Also, the six skill levels in TEER will make the distinction between a semi-skilled, skilled, and unskilled occupation much clearer and well defined. In case your existing semi-skilled position gets an upgrade to a skilled one, this new classification will be highly useful.
However, to keep your job prospects alive under the TEER system, you may require to upgrade your skills soon. This will protect your immigration prospects also under the new system. |
NOC 2021 (TEER) is the result of a 10-year cycle of structural revision of the existing NOC system. It will reflect changes in the Canadian economy as well as the nature of work. The revision process has been conducted after garnering Input from the public and stakeholders. They played an important part in the revision process.
