If 2 or more candidates got the lowest score, the cut-off is reached on the basis of the date and time they submitted their Express Entry profiles.

Create an IRCC account as well as Express Entry profile
After fixing the Canada Express Entry program you qualify for, you have to next create an account on the IRCC website. Submit your profile in the Express Entry system and formally enter the Express Entry candidate pool.
At this stage, you aren’t supposed to upload any documents. But on the basis of the information you gave in your profile after you are invited by IRCC to apply for Canada PR, you will have to upload copies of relevant documents. These documents must support your Canada PR application.
Calculate your CRS (Comprehensive Ranking Score)
Canada immigration works as a point-based system. Points are decided considering factors such as skills, language proficiency, education, work experience, etc. Ranks (CRS) are assigned for your Express Entry profile after evaluating on the basis of these factors.

Submit your profile
There’s a difference you need to be aware of with regard to submitting an Express Entry profile and a Canada PR application.
Canada immigration wannabes submit an Express Entry profile. However, only candidates with high rank submit a Canada PR application after getting invited to apply for Canada permanent residency.
Candidates’ Express Entry profiles may stay in the candidate pool for not more than 1 year. It’s advised to update your Express Entry profile if the factors that decide your CRS points change, you must update.
Receive an invitation and apply for PR
As already said, candidates with the highest ranks in the Canada Express Entry pool get an invitation to apply for Canada PR. Once this happens, you must fill out an application for Canada PR within 60 days. Apply at the earliest.
