Foreign nationals whose children or grandchildren have already immigrated to Canada, by choosing it as a retirement destination have been opting Parents and Grandparents Program (PGP) as one of the best options.

Using PGP, the applicants or the sponsors can get their parents and grandparents who are related to them either by blood (or) adoption. In case of separation or divorce, the spouses or common-law partners of PGPs are also eligible under this process.

IRCC operates a lottery system for inviting PGPs with PRs and citizens of Canada who have submitted an Interest to the Sponsor before getting into the Express Entry pool.

PGP, Canada - the best choice for foreign nationals to retire

Immigration Refugees Citizenship of Canada (IRCC) randomly conducts draws for the profiles in the Express Entry pool and sends ITAs (Invitations to Apply). The sponsors or the applicants along with their parents and Grandparent who receive ITAs must apply for Canada PR in 60 days.

Eligibility criteria for sponsors under PGP

• At least 18 years of age
• Must be living in Canada
• She has to be a Canadian citizen, PR, or an individual registered as an Indian in Canada under the Canada Indian Act.
• Must possess enough funds to support their PGPs by meeting minimum income requirements for the last three years. The applicants can also include a co-signer in their application by allowing them to provide combined income proof.
• Must agree to be financial support to their parents or grandparents for at least 20 years from the date they got approval for PR and,
• Repay the government provided social assistance to the parent or grandparent during the same time.

The sponsors who are living in Quebec must qualify for Quebec immigration sponsorship requirements after getting approval as a sponsor by IRCC. The MIFI (Ministry of Immigration, Francisation, and Integration) will assess the sponsor's income and expects an undertaking to be signed.

Canada to invite 23,100 Parents and Grandparents

Foreign nationals can apply for permanent residence to Canada with the following options.

Express Entry and its pool

• The IRCC receives immigration applications online under the Express Entry.
• Applicants who meet the minimum eligibility criteria will be able to submit their online profile which is called an Expression of Interest (EOI) under any of the three following federal immigration programs.
• Federal Skills Trade Program (FSTP)
• Federal Skills Workers Program (FSWP)
• Canadian Experience Class (CEC)
• The Provincial Nomination program (PNP) is another option if you do not get ITA from Express Entry if you are in the pool.

Express Entry profile Online

The candidates have ranked against the points-based system which is called as Comprehensive Ranking System (CRS).  The candidates with the highest ranks are considered for ITAs which leads to Canada Permanent residence.

Candidates who receive ITAs must quickly submit their complete application by paying the application process fees, without delay in 90 days.

Provincial Nominee Programs (PNP)

Canada’s 10 provinces and three territories nominate skilled workers with specific skills which are in shortage based on the province or territory under Provincial Nominee Programs

The applicant who obtains provincial or territorial nomination will be able to apply for Canada PR through federal immigration authorities.

Investor Pathways

Immigrant investors can go to Canada and invest under the Canada Start-up Visa (SUV) program which leads to obtaining Canada PR. The applicant needs to invest at least $200,000 in the qualifying business in Canada.
