Sean Fraser, the Hon. Minister of Immigration, Refugees and Citizenship has made a significant announcement regarding Canada immigration. He announced that IRCC went ahead of its target to make 147,000 final decisions on permanent residence applications in Q1 of 2022. This was double the number of final decisions made in the same period of time in 2021. These efforts of IRCC have led to Canada welcoming more than 108,000 new Canada PR visa holders in 2022 so far.
Another achievement that was made by Canada was that the number of new citizens crossed the goals set for 2021–2022. More than 210,000 new Canadian citizens were created so far in 2022.
Attempts to modernize and increase IRCC services for individuals aspiring to become Canadians have been systematically made. These efforts include offering online testing, conducting virtual ceremonies for citizenship, and setting up an online application tracker so that they can stay updated on the status of their files.
The efforts made by IRCC are not new as the body has been active in a lot of steps taken to develop Canada immigration. It made more than half a million decisions on Canada PR visa applications. IRCC welcomed more than 405,000 new permanent residents in 2021. This was the highest number of new immigrants in a year in the history of Canada immigration.
Earlier achievements include a record number of study permits issued in 2019. In 2021, IRCC increased its output by 32%. It finalized close to 560,000 study permit applications in 2021. There was a record number of transitions from work visa holders to permanent visa holders in 2021 with 169,000 applicants getting approval.

IRCC has had tremendous support from the Canadian government with additional funding of a CAD 85 million grant from the Economic and Fiscal Update of 2021. IRCC has been keeping up its efforts to bring down the accumulation of application inventories during the COVID-19 pandemic. With the support of government funding, IRCC has been able to step up the work done to reduce wait times. Wait times have been particularly bearing on operations while digitizing applications, hiring new processing staff, and reallocating work among global offices of IRCC.
Constant efforts to reduce processing times of visa applications have been made by IRCC while staying dedicated to giving out timely, meaningful, and transparent information to its clients. Sean has also made announcements regarding fresh updates to the online processing times tool of IRCC to give clients more accurate estimates of the time taken to process their applications.
Now, dynamic processing times will be used in most Canada PR and citizenship services. The posting of updated calculations will be done weekly on the basis of data from the 6 months into the past. Dynamic processing times are already in place for services offered for temporary residence. They too are based on data collected from the past 8 to 16 weeks.
What these measures will ensure is up-to-date and realistic information for clients. It will also reflect the number of applications under processing and the latest facts about operations. They will let those who are willing to arrive in Canada to live, study, and work make plans on the basis of a more accurate timeline.
